Former SUSD President Released On Bail Amidst Ongoing Corruption Probe (Update)

STOCKTON, Calif. — Stockton Unified School District has been cast into the spotlight once more following the arrest of Trustee AngelAnn Flores on allegations of financial misconduct. Released from custody on bail, Flores now faces an array of charges that have sparked conversations on ethics and transparency within the district.

Flores' arrest on Friday was precipitated by a traffic stop and is the most recent development in a series of investigations that have haunted the district. She is accused of using a district-issued credit card to make personal purchases of fuel and food, totaling over $950—a felony offense under California law.

Representing Flores, former District Attorney Tori Verber-Salazar has described the arrest as a politically motivated act, emphasizing the differing levels of scrutiny applied to various board members. Verber-Salazar maintains that Flores was a pivotal figure in whistleblowing against corruption within the district, particularly highlighting her opposition to a controversial $7 million purchase of air filters by the SUSD Board in 2021.

The broader investigation has shed light on a pattern of dubious financial practices within SUSD. Reports from as early as 2021 criticized the district for its lack of transparency and disregard for policies. In the subsequent years, audits and further reports have unveiled alleged fraud, misappropriation of funds, and illegal practices. Among these was the revelation of an apparent conflict of interest involving a significant purchase from a company with ties to a then-trustee.

Despite the severity of the charges and the ongoing investigation, Flores has been cooperative, according to the Sheriff's Office. Her arraignment is scheduled for May 6, where she will face charges including theft of public funds, grand theft, embezzlement, and insurance fraud.

In response to the situation, current Superintendent Dr. Michelle Rodriguez has affirmed a steadfast focus on student welfare and appropriate use of public funds, underscoring that the Board of Trustees surrendered their credit cards early in her tenure to prevent further misuse.

Board President Kennetha Stevens also reassured the public of the board's commitment to education and transparency moving forward. Despite the turbulence surrounding Flores, the board's resolve to prioritize student needs remains unwavering.

The SUSD community is now bracing for the next board meeting, with Flores, through her attorney, asserting her intention to attend. This case has undoubtedly brought forth serious questions about the conduct of public officials and the safeguarding of public resources, especially in the realm of education.
