Former Stockton Unified School District President Indicted On Fraud, Embezzlement Charges

Former Stockton Unified School District (SUSD) President AngelAnn Flores has been indicted on felony charges of insurance fraud and embezzlement, the San Joaquin County District Attorney’s Office announced Tuesday.

Flores was initially arrested in April 2024, accused of misusing public funds. Authorities alleged that one incident involved Flores spending more than $1,000 on fuel using a school district credit card.

Her defense attorney, Tori Verber Salazar, has argued that Flores is being unfairly targeted for speaking out against corruption. “My client had a credit card over a two-year period of time with $3,200 worth of charges. That’s about $130 a month,” Salazar said. She also called for broader accountability, claiming that larger sums of money had been misused within the district.

Flores is set to face a jury trial on March 14.
