City Council To Get Update On American Rescue Plan Act Funds

The Stockton City Council is set to receive an update on how the city has allocated its $78 million from the American Rescue Plan Act (ARPA) during its meeting on Tuesday. The funds, distributed in March 2021 as part of the $350 billion federal relief package signed by former President Joe Biden, were intended to aid state and local governments in recovering from the COVID-19 pandemic.

Since approving an initial spending plan in September 2021, the council has greenlit 46 projects totaling nearly $47 million through December 2024. Some of the major allocations include:

  • May 2022: $2.5 million for Uplift Downtown and Miracle Mile improvement projects, along with COVID-19 sick leave.

  • August–October 2023: $1.9 million for homeless shelter transition housing and Stockton Shelter for the Homeless Navigation Center.

  • October 2024: $2 million for Banner Island Ballpark and $2.6 million for emergency generators.

In addition to financial updates, the council will also hear reports on the city’s ongoing battle against blight. The Revitalizing and Improving Stockton (RISE) Program, launched in January 2024, has captured over 102,000 images, analyzing more than 27,600 properties and identifying 30,700 blight issues—11,000 of which were due to neglected lawns.

The Stockton Police Department’s Neighborhood Services Section will present findings on enforcement efforts, while the Clean City Initiative will highlight its impact, including the removal of 175 tons of trash and the recycling of 33 tons of electronic waste in 2024.

The council meeting is scheduled for 4 p.m. at City Hall, 425 N. El Dorado St. The meeting agenda and livestream can be accessed at Stockton’s official website.
