STOCKTON, Calif. — In the wake of Governor Gavin Newsom’s executive order for the cleanup of homeless encampments on state lands, Stockton leaders are gearing up for changes. The city, which has been proactive about addressing homelessness, aligns with the state's new directive, albeit with concerns about implementation and funding.
City Manager Harry Black emphasized Stockton's ongoing efforts, stating, "We're already working toward what Governor Newsom is asking local governments to do. We are in alignment with the message." However, Black also noted that non-compliance could influence the level of state funding the city receives.
Mayor Kevin Lincoln expressed support for the executive order, viewing it as an essential step to address what he described as "dangerous encampments" that pose risks both to the homeless and the wider community. "We must move urgently to ensure public safety while providing the necessary support and assistance to those in need," Lincoln stated.
Residents affected by homelessness shared mixed reactions. Maria Zamora, who has been homeless for three years, hopes the focus on encampment clearance will lead to increased services. "Housing... that would be the first thing... but it’s housing," Zamora emphasized, expressing concern over where displaced individuals will go.
A critical meeting is scheduled for August 27, where Stockton council members will discuss how to proceed with the encampment cleanups. St. Mary's Community Services, one of the city’s largest homeless shelters, is closely monitoring these policy shifts to gauge potential impacts on their services.
City officials acknowledge that adapting to the executive order will require more resources. "Clearly whatever we decide as a city to do, it's going to cost more money. We're going to need more resources, we're going to need more people," Black concluded.
The upcoming council meeting will be pivotal in shaping Stockton's approach to a challenging and complex issue that affects numerous lives within the community.
