The Stockton Board of Supervisors is poised to make a significant decision on December 12 regarding the leadership of the County's Office of Emergency Services (OES). Sierra Brucia, a seasoned law enforcement professional, is the nominated candidate for the role of County Director of Emergency Operations. If approved, Brucia will assume his new responsibilities starting January 1, 2024.

This decision follows the Board's resolution on March 28, 2023, to elevate the OES to an independent department, accountable directly to the Board. Board Chairman Robert Rickman emphasized the Board's commitment to appointing leaders with proven expertise, particularly in roles critical to ensuring the safety of residents and the protection of property.

Sierra Brucia brings to the table a remarkable 29-year tenure with the Lodi Police Department, where he served as Chief. His extensive experience includes working in the department’s special investigations unit, leading the SWAT Team, and commanding a division. As Chief, Brucia oversaw a significant workforce comprising over 100 officers and 80 volunteers, with a focus on reducing crime, improving response times, and fostering better community relations.

Fourth District Supervisor Steven Ding has lauded Brucia's effective leadership in Lodi, particularly highlighting his team-building skills and his adeptness at employing data-driven strategies to enhance crime prevention and detection.

The role of Director of Emergency Operations is a pivotal one, encompassing the management and oversight of the Office of Emergency Services. This includes handling the office's programs, budgets, and activities, and spearheading efforts in non-medical emergency preparedness, disaster mitigation, response, and recovery. The Board seeks a candidate who not only possesses a strong work ethic and exemplary leadership skills but also demonstrates a high level of accountability.

Brucia's potential appointment marks a strategic move by the Board to strengthen the county's emergency management capabilities and underscores its dedication to enhancing public safety infrastructure.

The upcoming vote by the Board will determine whether Brucia will lead the OES into a new era of independent operation and heightened responsibility, with the goal of ensuring optimal outcomes for the residents of San Joaquin County.
