This will be the second in-person address since the onset of the COVID-19 pandemic. The Greater Stockton Chamber of Commerce is hosting the event, which will take place on Thursday at the Port of Stockton.
In addition to Mayor Lincoln's speech, the State of the Port will be presented by Port Commission Chair Michael Patrick Duffy, who was honored as the Stocktonian of the Year by the chamber. Chamber President Kay Ruhstaller will also offer remarks during the event.
Tickets for the State of the City address are available for $50 and include lunch. Networking and exhibit booths will open at 10:30 a.m., with the event's welcome delivered by Ruhstaller at 11:45 a.m., followed by lunch at noon. Chair Duffy and Mayor Lincoln will then deliver their respective speeches.

For those unable to attend in person, the chamber will livestream the event, and an American Sign Language (ASL) interpreter will be present both on stage and on camera. Attendees will also have access to live Spanish translation via headphones, while the mayor's office will provide a Spanish translation of the address online.
