STOCKTON, Calif. — AngelAnn Flores, the former president of the Stockton Unified School District (SUSD) board, was arrested on multiple felony charges, marking a significant development in the ongoing investigation into the misuse of district funds. The San Joaquin County Sheriff’s Office detailed the arrest, which stemmed from suspicions of theft of public funds and insurance fraud.
The inquiry into Flores' conduct began in April 2023 when the SUSD interim superintendent alerted authorities about possible financial misconduct linked to Flores' use of her district-assigned credit card. The ensuing investigation by the sheriff's office led to the execution of a search warrant and the uncovering of evidence suggesting fraudulent usage.
The San Joaquin County District Attorney's Office, after reviewing the findings, deemed an arrest warrant for Flores on four charges to be justified, including theft of public funds, grand theft, embezzlement, and insurance fraud related to filing a false claim from a non-SUSD-related accident.
Further scrutiny of credit card use by all seven board trustees revealed that Flores’ violations were deemed "intentional, egregious and clearly for personal gain." The case continues to unfold as investigators pursue additional allegations of potential bribery and conflict of interest.
